At the 2015 panel for Gravity Falls Alex said his initial ideas for Bill Cipher was that he would be a random character that would pop into Dipper’s dreams and yell conspiracies at him or give him clues that led to nothing. Basically Bill would just mess with Dipper for the fun of it. I wonder how different the series would have been if Bill had become this.
